Step by step to innovation leadership

The efforts to implement the Thuringian Innovation Strategy have been ongoing since late 2014. The successful implementation of the Thuringian Innovation Strategy depends on the active participation of a large number of Thuringian stakeholders.

The Innovation Strategy provides the basis the process of implementation. The underlying guideline for implementing its contents is the “process of entrepreneurial discovery.” The Innovation Strategy is to be further evaluated and shaped by the participating stakeholders in a process-oriented workflow. The Strategy is to be kept flexible enough to respond to new market developments and to accommodate any new insights gained in the course of the implementation process.

In order to attain the main objective – realizing the vision of RIS3 Thuringia – the five fields defined in RIS3 Thuringia are continuously being refined in a targeted manner. To this end, we are concentrating on achieving the predefined key targets while flexibly addressing a number of open-ended targets within each field’s specialization profile. The latter are put into more concrete terms in the course of elaborating the action plans for the respective fields of specialization. This is where thematic focuses and activities are defined. The action plans create the strategic framework for the fields of specialization.

Thus, successive layers of detail are added in coordination with the RIS3 bodies in a dynamic and flexible process:

Step 1: Identify a small number of key targets. Where does Thuringia want to be in 2020?  Answers to this question are sought while keeping in mind the overall vision, the strategic objectives, and the spheres of activity within the respective field of specialization and/or across fields.

Step 2: Cluster the spheres of activity defined by RIS3 Thuringia into appropriate thematic focuses. Given that the RIS3’s spheres of activity (which include the future topics for the implementation process) are quite numerous, they are formed into thematic focuses to make them more manageable.

Step 3: Derive appropriate measures to attain the key targets while addressing thematic focuses. 

Step 4: Compile the detailed information required for the individual measures. 

Step 5: Review the measures thus specified with the goal of identifying synergies and bundling them into joint measures.

Step 6: Consolidate the derived/specified measures for each of the key targets to create the respective action plan, which must then be kept updated (while also factoring in any monitoring and evaluation results). Note: New key targets can subsequently be identified and handled in the manner described above. 

Step 7: Stakeholders implement the measures in their projects and activities. 

The public sector in principle lends support in the following ways: 

  1. Implement measures for proposed R&D topics: Lend support by issuing calls for subsidy tenders on behalf of the Free State and/or by offering additional subsidy measures along Priority Axis 1 of Thuringia’s EFRD Operational Program.
  2. Lend support, to the extent required, for those measures that address the other cross-sectoral tasks (e.g. skilled personnel, internationalization) by drawing upon other funding mechanisms (e.g. scientific research groups) and/or by seeking assistance from the institutions/agencies of the Free State (e.g. ThEx, ThAff, ThEGA, ThCM).
  3. Make use of the corresponding grant programs of the German Federal Government and of the EU.
