Governance organization

Tried and tested structures were put in place as a basis for steering the various processes. Thus, the Cluster Council of the Thuringian ClusterManagement was merged to form the RIS3 Cluster Board.  The Cluster Board is the steering committee for the Thuringian Innovation Strategy.  The existing Thuringian ClusterManagement became the RIS3 Management Team and is currently responsible for running the RIS3 Office.

The task of implementing the content established as the Thuringian Innovation Strategy is primarily shouldered by five Working Groups: “Industrial production and systems”, “Healthy living and the healthcare sector”, "Sustainable energy supply and resource management“, “Sustainable and smart mobility & logistics”, and “Information & communication technology, innovative and production-related services.”

The RIS3 Task Force assists with the implementation of RIS3 Thuringia.  It liaises between the Working Groups / Cluster Board and “Grant Management” (TMWWDG, TAB, ThCM/LEG Thüringen) while also steering the activities of the Free State to implement the action plans / the master action plan.

The Cluster Board: Overall Steering Committee for RIS3

Established on: June 8th, 2015

Chairman: Minister Wolfgang Tiefensee

Members: Representatives of the Land government; partners from the business, social, and environmental sectors; representatives of the clusters / networks and Working Groups, as well as of the educational system. 

Objectives: Involve the stakeholders and bring them into a network on an overarching platform. 

Tasks:

  • Getting the information of the initial master action plan for perusal and confirm subsequent master action plans.
  • Recommend thematic focuses and measures for further enhancement of the master action plan (also by lending own support);
  • Confirm the proposals for ongoing thematic development of the various fields;
  • Provide advice on cross-field topics and fundamental topics;
  • Lend support to monitoring, controlling, and evaluation activities.
  • Make recommendations for the further enhancement of RIS3 Thuringia.

Established on: April 29th, 2015

Chairman: Dr. Bernd Ebersold, Department Head for “Research, Technology, and Innovation” at the Thuringian Ministry for Economic Affairs, Science and Digital Society.

Objectives: Involvement of the Thuringian Ministry for Economic Affairs, Science and Digital Society, Thuringian ClusterManagement, and Thüringer Aufbaubank (TAB, Thuringia Reconstruction Bank)

Tasks:

  • Confirm the master action plan and field-specific action plans from the vantage point of the Free State (particularly with respect to the activities assigned to the Free State and the expected financial requirements);
  • Steer the activities to be performed by the Free State within the framework of the field-specific action plans, respectively the master action plan;
  • Supervise the monitoring and controlling performed with regard to the implementation of each action plan;
  • Tender external evaluations and assist in their performance;
  • Identify need for action from the insights gained by monitoring, controlling, and evaluation;
  • Report to the senior officials of the Thuringian Ministry for Economic Affairs, Science and Digital Society and the Land Government on the progress of implementing RIS3 Thuringia.

Objectives: The Thuringian ClusterManagement handles the tasks of the RIS3 Office and supports the Thuringian Ministry for Economic Affairs, Science and Digital Society in the implementation of RIS3 Thuringia. 

Tasks:

  • Coordinate, host, and organize the Working Groups while providing specialist support;
  • Finalize the field-specific action plans on the basis of the respective Working Group’s results;
  • Combine the various action plans into a draft master action plan;
  • Handle overarching activities not specific to a single field of specialization; 
  • Assist the Thuringian Ministry for Economic Affairs, Science and Digital Society during meetings of the RIS3 Task Force.
  • Handle the preparation and follow-up of Cluster Board meetings;
  • Set up key-ratio and indicator systems(in collaboration with the Working Groups and the RIS3 Task Force) and continually evolve them;
  • Prepare monitoring reports;
  • Assist in the preparation of the RIS3 evaluation report;
  • Handle marketing, communication, and public relations.
